Old Home Foundation Vents...open or close?

HI Folks,

Wasn't sure where to post this one but here goes...

We got a 100 year old home that was originally on brick posts with an open foundation. About 35 years ago the open foundation was closed in with a brick wall/foundation and air vents were installed. I've read conflicting statements that either they should be open or, no, they should be closed all the time. There are pluses and minuses for both sides but what do you all think? I do close them in the winter to keep pipes from freezing but should they be closed all year round? or opened up to breath?
