Tattoo Etiquette Help

Here's the questions. Do you ask to see the tattoo? Do ask why they chose that particular tattoo? How would you go about asking these questions?

I've been asked to write an article on tattoo etiquette but I have no tattoos nor have I ever thought of getting one. None of my children have one and my wife is clean of body art. My peers are the old guys with the "mom" in a heart or "USN" on their chest which we all can plainly see. And, as we all know, many tattoos today are just partly visible. So, what is the etiquette here?
