New neighbor, not so very happy.

Is not a happy camper. Found out yesterday that a four time convicted sex offender has moved in a block and a half from me. It is so close you can see the house from our house easy. Even better the crimes were against a child younger than 16, scares me with a 6,4,2 and 15 month old at home. Come spring my little ones are outside from sun up to bedtime. SORRY but it just creeps me out big time. And get this, he moved in with his "girlfriend" who has a teenage daughter and a 3rd grader. What can this woman be thinking. Guess even a little town isn't safe. ( I knew this but it hits close to home from me.)

    I too would call and check his status and find out too if he is on probation or anything else. I would verify that he has registered his new address and then alert all neighbors about him being a 'registered' offender. I think failure to register could maybe put him away again.

    I too doubt if he can have a child living with him.

    Are there any places in the neighborhood where children congregate...park, daycare, library, etc?

    Like gardenspice and molly mentioned, I am very surprised that he's allowed to do that. Here in NY I believe it's against the law and in violation of the terms of his probation. I would definitely drop a dime and call your local law enforcement agency ASAP.

    We moved into this neighborhood a little over a year ago. One neighbor takes great pride in her yard, but is an avid chemical user. She also waters nearly every day, mows her grass nearly to the ground, etc. Though she had a "let me show you the right way" attitude with us at first, we have merely led by example. I'm sure she wonders why our grass remains so green and healthy when we never water it. She has asked me what we do about the hoards of Japanese Beetles, and I had to tell her that we don't have any.....that they all go to her house for her roses, purple leaf plums, etc. She now comes over to pick our brains! I haven't seen the Chemlawn truck over there for months! Next, I'll give her some pruning lessons, lol!

    Ruthieg, Olive Branch is on highway 78 between Tupelo and Memphis. Actually, between Holly Springs and Memphis. I live in Tupelo now, but was born in Prentiss County, and we used to pass through Saltillo on the way to Tupelo. Building boom going on there...doesn't look the same! A Toyota plant to manufacture the Prius car is being built between Tupelo and New Albany. Everyone is very excited about it.

    I have three young grandchildren, and a sex offender lives about 4 houses up from me. There is a young person, under age 4, living in the home. I also think there is some type of 'activity' going on at this residence. We have a street lined with police officers' homes, but nothing gets done about him. We are also within a half mile of a grade school - I have called to check his 'status' and they will tell me nothing.

    My grandchildren do NOT go outside by themselves, even though I have a 6' privacy fence, with padlocked gates, all around my yard.

    I think about all the 'regular' citizen can do is watch their kids and let them know that a scary person lives in THAT house and they must stay AWAY from there - gone are the days of freedom for our kids. I pray a lot!

    Before you panic (and I don't blame you) check the laws there. Here, that man could NOT legally live in a house with a child that is not his. He could not live within a certain distance of a school,daycare, or park. On the other hand, if HE was already living there and YOU moved there, there's nothing that can be done about it!

    I've looked up my town on the sex offender registry and it really scared me. They're everywhere. I don't know if it really matters that they live so close to you because if they can walk or drive they are a danger to all kids. I've told my kids over and over to be careful, and never to talk to someone in a car that pulls up to them when they're walking. Lauren and her friends walk home from school nearly every day. So, every so often I tell her again. She's knows she's not allowed to walk home alone, period.

    I've looked it up, too, and it creeps me out. There's an old man living in the park here that's on it for messing with someone under 14:-(

    I hope you can get some answers, because that situation sounds pretty bad. The gf must not be too stable, or she wouldn't risk her children like that.

    First and foremost--DO NOT TELL ANYONE about him UNLESS you verify that it's legal to do so. In my state, spreading that kind of info to your friends and family is considered a violation, you can be charged and convicted. Yes, the criminals have more rights than we do. In some areas, you CAN warn others--just be sure you know the law in your jurisdiction, so you don't end up in trouble. If it's not permitted to spread the word, at least suggest in a general way to your friends that they check the website, without mentioning this man or his situation specifically.

    As to worrying about those maps and lists? I think it's a good idea to understand that they are only one tool for good parents. ONLY those who have been identified, arrested, and convicted AND who are following the rules are listed. They DO NOT list the sexual offender who has committed illegal sexual acts but who hasn't yet been identified or tried. They DO NOT list the guy who could afford a great lawyer who got his charge reduced to something lesser. They DO NOT list the guy who is thinking about committing such a crime, but who hasn't yet acted on those thoughts (but may tomorrow). They DO NOT list the person who is supposed to register, but who has skipped out of one town, and is flying under the radar in another. Honestly? I'd be more afraid of the offender who you don't know about, than the one who is following the rules and has registered appropriately.

    But the bottom line is this--any good parent will not ever let a child out today without supervision. I may have been considered overprotective when raising my dd, but she grew up safe and happy--and now tells me I wasn't a strict enough parent--LOL!

    Fact is, these people live among us. They're everywhere. I know a family right now where one member is sitting in jail, awaiting trial for molesting a 15 year old family member. The family member cannot ever remember a time when they were NOT being molested by this guy. Older family members have finally 'come out' and admitted that he molested them years ago. And yet, this is the very first time he's been charged. This is in a nice area, in a good town, with nice people. But it happened. Take good care of those little ones every second!

    I do not know where you live but where I am there is no way a four time convicted child sex offender would be out of prison.

    Nor would he be allowed those living conditions you describe.

    Make sure you have your facts before you make any rash decisions. Often times they will pile on multiple charges for one incident. There may not be four separate occurrences he committed over the years.

    Also, remember that a sex offender often is required to register for a lifetime and sometimes 20-30 years depending on the crime and the state where it occurred. How old was he when the offense occurred? Was he himself only 16 or 18y/o? Was it with a girlfriend? Just because he might be 55y/o now does not mean he was 55y/o when he committed the offense.

    Find out what it is that he actually did. Parents are charged with having nude pictures of their own children. Public urination is now charged as a sex offender charge instead of disorder or nuisance. He may have danced nude at an outdoor rock concert and someone complained. In cases like this the person should/could be charged with something but too often the charge of *sex offender* labels them as a danger to others, rather than just very stupid. Get the facts. In the state where I live owning a sex toy or engaging in oral copulation with one's own spouse is against the law. The law is not enforced with the ferver it once was. At one time is was against the law in my state to practice birth control or to own any such birth control 'device'. In the community where I live strippers get charged AS so for wearing inappropriate revealing costumes. Strip bars and stripping is a legal profession but the costumes are strictly regulated as is the form of dancing (back, stomach or knees cannot touch the floor during dance.) Cops are sent undercover spending tax dollars to watch strip shows, to make sure that the performers don't let their panties ride up their butt while dancing or that their pasties are big enough. Charging a woman as a deviant sex offender for wearing a thong is ridiculous IMHO. But it happens.

    The term "sex offender" can mean many things nowdays and many of those things are not anything where the person is a danger to a child or an adult.


    Here is a link below to an article about a man who viewed cartoons on the internet and is now a registered sex offender. The funny thing is I think I have seen those cartoons. A friend had them printed out and was showing them. I found them not very funny and absolutely disgusting and I said so. (Everyone here knows how I have no "sense of humor" just need to "lighten up" and laugh at a photoshop of a golf pro with his face bashed in by his grinning wife.)

    I mentioned to the owner of the cartoons that he could actually go to prison for having them and I was mocked. No one believed that someone could be a registered sex offender for having a cartoon drawing. But I have read of many cases like that of photoshops or cartoons putting someone on the SO list. People think I just "make that stuff up" but if you Google you can find the cases.

    Of course maybe the guy moving in the neighborhood really is a danger. Get the facts. In my neighborhood eight block radius we have dozens of registered sex offenders. They can't ALL be all that dangerous. The SO list has become a joke IMHO. Don't forget that any one of your neighbors could be a sex offender who has not been caught yet. And remember the facts - a child has a greater chance of being molested by a family member or close friend of the family than by a stranger. And those are the sex offenders who usually don't get caught and charged. Fact.

    My neighbor just got out of prison a year ago, for molesting his young grandson - CPS is aware of him.

    I would definitely make the call and notify the authorities of his living arrangements. I have a convicted sex offender that lives across the street from me. He wears an ankle bracelet and the police monitor him very closely. It seems that they will appear randomly and check to make sure that he is there. I think he was allowed to work but had certain hours (daylight) that he could be away from home.

    I know about it because my DH is an administrator at the school and the Sheriff's department notified the school. I have looked at his police records online at the Nebraska state patrol website. I am glad that the school was notified that he had moved into the community, he only lives 6 blocks from the school. I know that there are many other sexual offenders that haven't been caught, so I keep an eye on my children.

    I haven't put his name or address but both are readily available. Thanks for the advice about contacting authorities, I will be calling the Sheriff's office, Child protective services and Social Services tomorrow with my concerns. My only hope that he moves soon. I know that he has a right to live somewhere, but after 4 convictions and lord knows how many other offences not reported I don't want him near me.

    I agree with Dilly Dally that there's all kinds of people out there that you don't know about and it's always a good idea to be careful. I'm not familiar with Nebraska laws but in my state, you can be on the sex offender registry and not be on any form of probation or parole mainly becasue they would have discharged from such a service. But if the guy is on probation or parole, our sex offender website lists this and gives the phone number of the agent responsible for the supervision of this sex offender. If he is on probation or parole, contact the agent. There should be some type of a no contact rule on the probation/parole rules that they signed which would be a violation of their supervision. If he is not on probation or parole, I'm not sure you can really do anything about it. Once they are off supervision, they are free to live where they want as long as they notify the proper authorities of their address (at least that's the way it is in WI.)

    My advise is to call the supervising agent, if there is one. I'd also call the sheriff's department but keep in mind, just find out the facts and tell them your concerns. If you go into a tirade about him, it could get you in more trouble than it's worth.

    One more interesting thing, there's a few cities/towns in my state that have enacted laws that have banned sex offenders from living in their town. I don't really support this though as I know that these laws are being challenged and likely unconstitutional. I also know of towns and cities that have enacted tough ordinances stating that sex offenders cannot live within so many yards of a daycare, school, park or any other place where kids hang out. I've heard that this may be much harder to challege because they are not banned from the whole towns, just certain areas. Does such a law exist in your town? You may want to check that out and if no law exists, see about getting it in place. It wouldn't help you now, but it could in the future. Good luck and keep us posted.     I only see two convictions. Look at the dates. The time frame is very close and seems like two trials in 2 counties. It looks more like 2 counts rather than four separate minors he had sex with. It could well be someone who had sexual relations with an underage girlfriend(s). I would want to find out the specifics before jumping to conclusions.

    If he was 18 and the "victim(s)" were 15 at the time he would be around 32 years old now.

    Sounds like he has served his time and has has stay out of trouble for all these years.

    As wildchild just pointed out, there are two convictions, each with two counts. That is not the same as being a "a four time convicted sex offender."

    Also, the conviction date is 14 years ago. The dates of the actual Sexual Contact w/Child would be longer ago than that. For all we know, the trial might not have taken place for 14 or more years after the "acts." If you are anywhere near the court where the trial was held, go there and ask to see the court records. Since the convictions were 14 years ago, the case file will no doubt be in storage, so you'll have to go back a second time to see the file after it's been brought to the courthouse. You won't be able to see the name of the victim since the child was under the age of 16 at the time, but you'll be able to see more details as to what the actual charge was, as well as how old the guy was when it happened.

    I don't want to say that not every convicted sex offender is a pervert, but there ARE different degrees of things. For instance, think about kids in high school. If the girl is just shy of her 16th birthday, and she's out with her 17-year-old boyfriend, and they're involved in some mutally agreeable heavy petting and get busted by her father... and the father presses charges.... the boy could end up a convicted sex offender and have to register as a sex offender wherever he lives for the rest of his live. I personally don't consider that to be on the same level as an uncle, neighbor, father, homeless creep who rapes a child.

    I would do as others have said...call the Police , social services whatever agency you can think of to find out why he is allowed to be in a house with a small child, or in a neighborhood with children...make his life miserable.

    If you look there are 4 convictions that he has, 2 on each of the dates. He is in his 50's so he would have been in his late 30's when they happened.

    He turned 52 yesterday. So he was convicted just before and right after his 38th birthday. We still don't know when the crime(s) occurred. Two court dates in two different counties.

    I still see only two convictions and possibly two counts but since these are not official court documents it is hard to tell.

    Meade County and Lawrence County overlap. Given the extremely close together trial dates and the circumstances (I am just guessing here) it looks to be four counts but the incidents took place in 2 different counties.

    With something as vague as sexual contact it is really hard to know. Did he do time? Did he plea bargain?

    Given that it was so near Sturgis he could have just been a dumb biker who was convinced by a fifteen year old hottie that she was of legal age. It happens.

    A class c felony sexual crime is a person over the age of 19 having sex with a minor between the ages of 12 and 16.
    So it is unlikely his crime was one against a toddler or young child. Looks more like underage sex.

    hmmm...according to a search on him, his Registration Duration is for Lifetime. He was 38 at the time he was convicted. A sicko to have been convicted on 2 separate occasions with 2 convictions each. I wonder if he maybe just got out. I agree, it looks like underage sex...what a loser.

    I know that your first natural reaction is to be afraid, but Dilly Dally, Lindsey_ca, Wildchild and others make good points.

    The thing about sex offenders is, the vast, vast majority of them do not offend against children. Of those who *do* offend against children, the vast, vast majority offend against children in their own families. That doesn't mean you're home free, of course, but it's some comfort.

    I wish our criminal justice system was able to separate a dangerous sex offender from those who are convicted of a crime such as having sex with a 16 year old who has passed herself off as 25. I'm not saying that is the case here, but that's a lot different than a sicko who molests children. There are many different "sex offender" acts that in no way endanger the public, but the person committing it will be labeled a sex offender their whole life. How are parents to know? The label in itself promotes such fear in the community and rightfully so.

    I think your best measure is always to keep an eye out for your kids. This guy may or may not be a real threat to your family. He may be less of a threat than the closet offender living next door.

    A few years back, I was looking at the sex offender list and found someone who was a coworker of dh. His offense had something to do with sex with an underage minor. It sounded bad, but #1. the guy is gay and #2. I think he may have been caught with a prostitute which to me is sort of one of those crimes that really isn't. From #1 and #2, I suspect the guy had consensual sex. Regardless, the guy isn't someone who would have ever have been allowed my children without me or dh present. I was glad that he at least had job where he wasn't living off of taxpayer money.

    Our neighborhood sex offender served time in prison for having sex with his underage GF (he was 18 & they dated for 2 yrs) according to the Sheriffs Dept--Guess girls mom got mad at him & pressed charges. We get an up-dated pic of him 2x's a yr--- I really don't think he was or is a sex offender-

    A guy I worked with served 30 days in jail for rape. He dated his GF for many yrs--he wanted sex & she didn't! Again, I don't think he's a rapist!

    See this interview with Sonny and Cher, where Sonny says 16y/o Cher lied about her age when she move in with him when he was 27y/o. Just imagine how history would have changed had Sonny been arrested, convicted and labeled a lifetime child sex offender rather than the two of them eventually ending up married with a family (and sadly then divorced like 50% of all marriages.) Think of Elvis and 13y/o Priscilla. Would it really have been worth it to toss Elvis in prison for living with Priscilla even though the relationship had her parents permission and blessing? They got married when she was old enough and then started a family too.

    Oprah show sometime next week(i think) is going to be about child molesters,and she is going to have the offenders on there saying how they were able to lure the children in.

    I don't know about child molesters in our area,but i do know we have 3 of those halfway houses for guys in our neighboorhood,all within a 5 block radius and the school is right across the canyn from my house.Scary,although i know the police are always around checking on them.I think tey are mostly druggies and alcoholics.Still not good.

    Consensual relationships with minors and the fact that some minors can convincingly lie, account for a good percentage of the current nowdays "child sex offender". They are a danger to no one. I agree. People who are in these type relationships should not be lumped into the same category with child molesters/rapists.

    I also want to add that these type things have been going on for a very long time. It's just that these days people actually report it to the police. In my small group of friends while growing up in the 60's and 70's... almost all of us had at least one incident as a child (and/or adult) in that we were sexually abused. It just wasn't something that was usually talked about at that time.

    It's a good idea to keep a close watch on your kids irregardless of who lives down the street.

    Tell me I'm misunderstanding... Your co-worker had sex with his girlfriend against her will and you don't think that is rape? What is it?

    Back on topic - I can't see how a 38 year old man having sex with minors younger than 16 - at least twice is nearly the same as the romeo and juliet scenario of an 18 year having sex with his 16 year old girlfriend - just not the same to me.
    MMo4 - I still think you have reason to be concerned. Find out what you can - it may make you feel better...( unless you have a daughter under 16, of course.)

    FYI that is exactly how the word "rape" is defined.

    It is forced against the woman's will and protestations.

    He should have got more than 30 days for this. IMHO.

    I guess back in the earlier yrs, most of us thought rape was someone you didn't know raped you!

    Now days, I realize that you can file charges on your own husband for rape!

    I still don't consider my co-worker a rapist!

    If a woman wants to 'save herself for marriage' and date a man within a chaste relationship, she has that right. If the man does not like those terms, he can sever ties and move on to a different relationship with another woman where their viewpoints and goals are more compatible.

    By the laws of today a lot of guys my friends and I dated would be on the list. The youngest guy I ever went out with was DH who is 4 years older than me. If we met when I was a teen he'd be a criminal. LOL

    I hope if you have sons they understand that "no" means "no", no matter who the woman is.

    Forcible sex is rape, no matter who the man is. I've always been pretty clear on that, even back in the day.

    An old boyfriend told me that his parents drilled it into his head that if he were naked in bed with a girl & she said "stop", by dam, he'd better stop.

    No means no.

    Whatever the situation, no man, contrary to what they'd like to think, is at the mercy of his you-know-what.

    I went to a seminar where Dr. Ruth was a speaker several years ago. She made a comment that if you didn't want to have sex with someone then you shouldn't be in bed with them. I thought she made a good point.

    I guess that would depend on how one would define 'having sex'. There are a lot of "technical virgins" out there who are very intimate with their partners. I do not see what is wrong with some intimacy before marriage and a guy should respect where a woman says she 'draws the line'. A woman should be very clear on where she stands on the issue. If she says "I'll do 'this' but not 'that'" and then he gets her into an intimate situation and forces 'that' on her, it is just plain wrong.

    This is really one of my very hottest hot buttons;

    Years ago, a friend was raped.

    She was studying in her dorm room during Christmas vacation (almost no one else was on campus) when a student from one of her classes knocked on her door & asked if he could borrow her notes about something or other.

    She opened the door...& he raped her.

    She reported it to campus police, who made a report (!).

    She called her mother, crying hysterically;
    her mother called the police, & the assault went to trial.

    The defense attorney asked her if she hadn't unlocked the door.
    yes.

    "Aha! so you *invited* him into your bedroom!"

    & what was she wearing?
    a flannel nightgown.

    "Aha! so you were in your *nightgown*!"

    Barbara broke down in hysterics, the guy walked, & Barbara left school for nearly a year;
    when she returned, it was to another university.

    When an assailant is believed & a victim is disbelieved simply because the guy is a guy & the girl is a girl (& this is almost always the case, especially in sexual assault), there's something terribly terribly terribly wrong.

    It's especially distressing to hear the "victim is guilty until proven innocent" in the year 2010;
    Barbara was assaulted in 1969, & attitudes have supposedly become more rational, enlightened, & accurate in the intervening 41 years.

    And I was raped in my own home years ago. It was a repairman who came to fix something in our house. I was very friendly, just trying to be pleasant so he'd do a good job and charge a low price. He put his arm around me, I pushed it away. He slapped me once and then I complied. Never told anyone, not even my husband. I wish I'd called the police then and there. It haunts me that he may have done this dozens of times after me.

    Jannie, that took a lot of courage. What a terrible burden you must have been carrying. I'm glad that you were finally able to say it out loud (or type it out loud).
