Repurposed room--lighting design before or AFTER construction?

Friends are re-purposing their dining room...into a computer/office space. Currently said room has one overhead chandelier. (Think 1960's DR configuration.) Room has two windows on one wall.

My question is...when should the lighting design happen? After the general FUNCTIONAL design has happened, but not yet been built, or wait until the build is finished, then add the lighting?

ALSO--who should we solicit for a lighting design? Architect? Interior designer? Local lighting shop people? The wife's brother is a EE...he'll probably be doing the actual re-wiring.

I need your collective wisdom!

This family has recently suffered a major setback (21 year-old son had a stroke and will be living at home for the forseeable future)...and group of us wants to make their house work better for them. SO--I'll be trying to line up designers/architects/ etc...gratis. I just need to know who to beg from, and what "order of operations" we should go in...
