cost of replacing undercabinet lighting

Any contractors/electricians want to weigh in on this (also posted on the home repair page):

I need to replace the undercabinet florescent lamps that were installed last fall in our new kitchen. Our contractor has abandoned us and the warranty on his work is still good. I want to calculate the cost of replacing the lamps (all but one of which have gone out) and bill our contractor. The hard wiring should still be good--it's just a year old. My feeling is that we were sold a pack of lemon lamps being that simply replacing the bulbs doesn't solve the problem.

My question is basically this--what would you charge for labor to remove the old lamps--there are 7--and install the new ones? We live in New York City.
