Ground meat and WATER????

I purchased ground meat - 80% lean, 20% fat - from a market near me. I was attempting to brown it for spaghetti sauce, but instead, it appeared to be stewing. I expected a fair amount of fat to be rendered, but it looked for all the world like water with fat floating on top. Has anyone else had this happen? I'm wondering if the market is adding water - and charging for meat!
