Family bringing dogs to the luau -- your thoughts?

Tomorrow is the luau-theme birthday party I'm planning for my mom's 80th birthday. She requested immediate family only, and we have a small family so there will be only 8 of us. She is in excellent health, very strong and active... she just doesn't want a lot of fuss made over her. She does NOT know I am planning a luau theme or have any idea what we're planning, only that we will grill some meat. She just said "make it easy on yourself!" Hardy har har!

I'm going all out with this, complete with luau decorations, a lei for everyone to wear, balloons everywhere, streamers, appetizers at noon, burgers on the grill for dinner around 4:30, then cake w/homemade ice cream. I bought some hula hoops, bubble toys (which make huge bubbles), and small balloons for a water balloon toss. We'll play several different Hawaiian/luau music CDs.

My brother/SIL are visiting from out of state and staying at my mom's. They are here on vacation, not for this party --- I offered to have a party here while they are visiting, though my mom's birthday is actually next month.

They came (to my mom's) with their dog, a large but very well-behaved puppy with a calm temperament.

My niece also has a dog, a small Maltese-Poodle mix. She is feisty, not tame, often needs restraining and sometimes difficult to control.

I got a text message from my SIL this morning asking me if they can bring the dogs, saying it's OK if not but they'll need to make "arrangements". We have a backyard big enough to accommodate the dogs but I'm not sure I want them running around the house under the circumstances. On the other hand, I feel like a good hostess would say "Sure! The more the merrier!".

I have planned this party alone with my husband's help (bless his heart --- I don't even have to ask, he just pitches in). Since my brother/SIL are staying at my mom's (45 minutes away), they are not here to help plan or set up. My SIL did offer to bring something so I suggested the green salad.

MY QUESTION: What would you say about the dogs? Is her request reasonable? Am I a scrooge?
