Those look to be silk and they look to be interlined or perhaps have bump in them. The heading is very unstructured looking but in a structured way!!! It almost looks as if they are somewhat fan pleated at the top, but I can't zoom in on the header to get a good look. It may be a fan pleat with large spaces between them so they slouch a bit.

Do you see sort of a raised up section? Thats what looks sort of like a fan pleat to me - they somewhat arch up at the top like they do have some sort of pleat.

If I were you - get a piece of fabric and play around with it until you find the relaxed look you want. Try pleating various sizes - don't use any buckram in there - the header in your inspiration photo is a soft header.

That is one of those looks that I haven't ever done, but it would just take playing around with fabric to mimic it!

These aren't exactly the same, but you might check out Pate Meadows patterns. The Floppy Top and Cuff Top panels have a similar elegantly casual look. I haven't used their patterns but have seen them for sale in interior fabric stores and heard good things about them, if you have some basic sewing skills.

oooh oooh pick me Mr. Kotter! I've made these -wayyy easier than you think. Make or buy the panels normally. Then buy the rings, with the little screw/hook things in them. Remove the screw hook thing and sew it onto the very top of the panel. After all screws are sewn into the panel, screw the rings on and hang. The further apart the rings are the slouchier it will be. Also, softer/thinner fabric will be slouchier. Does that help?

Not the OP but maybe I can do them too. I had thought they were gorgeous but too hard to make. But can you go over the screw in things again that are sewn to the top of the panel. Is that something that would be evident if you were holding the rings and screw things in your hand? If so , I got it, if not can you say again, more slowly. LOL on Mr Kot-tear!

The julie ann panel by Pate Meadows is closer to the look in the inspiration photo, but the inspiration is messier - not as contrived as the Julie Ann.

Lynn has a good suggestion, but what you'll get is more of a slouch look. You wouldn't have that wavy effect at the top created by sort of a fan pleat.

Pate meadows patterns are very nice to use - sometimes the instructions are a little hard to understand, but you can figure it out!

A picture is so much easier right? Okay, in the link below, five categories down, is one that says Rings and Clips. There is a picture of a ring. The big ring will slip onto the drapery rod. The small little metal-looking ring attached to the big ring, is screwed in, so you simply unscrew it. Once you do, you'll have a little ring with a screw-type stem. Sew the little ring onto the lining side of the drapery, at the very top. The little ring itself will be completely on fabric, but the stem will stick up above the top of the drapery. So if you were looking at the drapery panel from the front you would just see all little stems sticking up. Screw a big drapery-rod-ring onto each little stem. Then slide the rod through the rings. Voila! There is no magic to sewing on the rings. You just kind of hold it flat on the fabric and do it by hand with a needle and thread. Stick the needle in, go under the ring, then keep looping it over all the way around the ring. Gosh that sounds really confusing. Basically, you just want to secure it to the fabric very snugly. And when it comes time for cleaning, just clean with the little screws still attached.
