electric baseboard vs. inefficient propane

Hi All. I've been suffering with a hugely inefficient propane radiant floor heating system for 4 years. Now that propane is $2.44 a gallon here (upstate NY), I'm seriously thinking of converting to electric--eg, baseboard or somesuch.

I'm looking to use the baseboard or other electric heater for the whole house--every room. The house is well insulated. I'm also planning to pay the electric co. extra for wind power to offset the electricity generation. (Thus, electric heat can be more carbon neutral than propane--which comes from crude.)

I've heard mixed reviews about Hydrosil, which supposedly makes efficient electric baseboard radiant heaters. Does anyone have experience with them or their products?

Is there another company that makes efficient heaters that you would recommend for this type of use?

Many thanks in advance for your help.
