Under cabinet heat vs. Panasonic Whisper Warm

I could really use some quick advice on adding heat to our master bathroom renovation. We are in construction and have just decided to eliminate the door between the shower/toilet area and the double sink area.

The problem is that we keep our bedroom at 60 degrees and the master bath is on the same thermostat - hence the need to add some quick warm air to the bathroom when showering.

The room is approx. 5 x 13 with the shower at one end of the room. There will be a 2400 BTU hydronic Runtal towel warmer near the shower end.

We are considering a Panasonic Whisper Warm but main problem with this solution is that we are maxed out on our circuit breaker box. Adding another breaker box and a line to this 2nd floor BR will be expensive. Panasonic recommends a 20 amp dedicated circuit but their tech support said that 15 amps would be sufficient.

Our contractor has suggested using under-cabinet electric heating with a blower fan.

Any recommendations will be really appreciated.
