Heating - Upstairs

We have a new home --- Denver, Colorado -- which has 3341 Sq Ft on the first and second floor with another 1100 in the unfinished basement. The builder -- a LEEDS/energy efficient builder -- put in one Carrier furnace in the basement. The only model number I can locate is CNPVP 6024. The main floor and basement stay warm at around 69 degrees. However, the upstairs, which includes a loft and two bedrooms is always about 9 - 10 degrees colder. The tech indicated we should run the fan 24/7 which would correct. WRONG!

Any ideas as to how to correct? Is the furnace sufficient? We thought we would have two zones given the size of the home.
