Hydronic toe-kick heat and gurggling noise

I have a question about hydronic toe-kick heat and gurggling noise:

We have an old house (1938) with conventional hot-water radiator heat. We recently had our kitchen remodeled, and hydronic toe-kick heat was installed in the new addition. The toe-kick heat uses the same heat source but is on a separate thermostat.

When the toe-kick heat is running, there is a constant and rather loud gurggling noise. The GC has had the valve bled and it still continues to gurggle. He now says that the system needs to "purge itself" and the gurggling will dissipate over time. I have found however that as I continue to run the heat, the gurggling has gotten worse.

If I have the toe-kick heat running at the same time as the main heat source (radiator heat throughout the rest of the house), the gurggling stops.

Oftentimes, I prefer just to run the heat in the kitchen, and the gurggling noise is making me insane. Do any of you have any ideas on how this gurggling can be rectified?
