Gas furnace runs 30 seconds and then off constantly

When my furnace reaches it's desired temperature it blows for 30 seconds and then off for 5 minutes constantly with no variations. Then this morning it was much colder outside and it was still running the same cycle but it wasn't warm enough inside the house. But if I turn it way up say to 80 then it was keep running...WTH? Any ideas. And BTW it does blow warm air...it heats up(about a minute) before it blows that 30 seconds...

One other thing that may be important...I wonder if it's not the thermostat because it doesn't move on the part that tells you the inside temperature...well it only varies a couple degrees no matter how hot or cold it is inside. It will read between 71 and 73 and that's as much as it moves.
