dryer lint filter not catching lint

I have a problem with my dryer I am hoping someone can shed some light on. Its a Kenmore heavy duty electric dryer that I have had for app. 14 yrs. The last couple months I have noticed the lint filter barely has any lint on it, but there is more lint going out the vent on the outside of the house. I make it a practice, twice a year, to clean out the duct hose from both ends with a high powered shop vac.it taps into my dryer thru the floor,is suspended in the rafters to the outside wall, then, down the outside wall to the vent-total of about 16 to 17 ft. I have taken the back off the dryer and checked for clogs (non there)& since this started I have cleaned the ducting twice just from paranoia. I cant find a clog anywhere, but cannot understand why the lint seems to be by passing the filter for the most part. (and the dryer works fine, clothes dry properly,etc)

If anyone can shed any light on this problem for me I would surely appreciate it. TIA
