Dark blackish smoke coming from neighbor's oil burner flue

I recently noticed thick blackish smoke coming from my neighbor's oil burner chimney flue. The smoke has a noxious odor. I have seen the blackish smoke on three other days, and it lasts for about 5 minutes.

I would think my neighbor would be aware of a noxious smell at times in her house, right? Unfortunately, she is not the type of neighbor who I can talk to about smoke coming from her flue, as she is nasty.

I'm concerned about the smoke. Our houses are quite close together, and if her house had a fire, it could spread to my house, and I don't want either of our houses on fire.

Do any of you have an idea of what is causing the smoke to come from her oil burner chimney flue? Is this something to be concerned about? Is the smoke due to incomplete combustion?

Should I call the fire dept the next time I see the smoke? The smoke smells nasty, and I know it contains carcinogens, so it's considered pollution. I would think the fire dept would force her to have her furnace serviced?

Thank you for any help, as I don't know everything about heating systems.
