If you have a smartphone there are apps that can send such calls directly to voicemail (or in some cases, just send a busy signal). In either case, your phone doesn't ring. Of course, registering your phone with the national "Do Not Call" registry will help as well. Remember that the registry doesn't block everything: Because of limitations in the jurisdiction of the FTC and FCC, calls from or on behalf of political organizations, charities, and telephone surveyors would still be permitted, as would calls from companies with which you have an existing business relationship, or those to whom you've provided express agreement in writing to receive their calls. However, if you ask a company with which you have an existing business relationship to place your number on its own do-not-call list, it must honor your request. You should keep a record of the date you make the request.

I just registered my cell phone with DO NOT CALL REGISTRY--------------------------------------- FCC regulations prohibit telemarketers from using automated dialers to call cell phone numbers. Automated dialers are standard in the industry, so most telemarketers are barred from calling consumers on their cell phones without their consent. The federal government does not maintain a national cell phone registry. Personal cell phone users have always been able to add their numbers to the National Do Not Call Registry  the same Registry consumers use to register their land lines  either online at www.donotcall.gov or by calling toll-free 1-888-382-1222 from the telephone number they wish to register. Registrations become effective within 31 days of signing up and are active for five years. There is no cut-off date or deadline for registrations.

When it comes to "spoofing" I don't think there's any way to prevent it. However they do it doesn't have anything to do w/your phone line or account, they just use the number. I know ours was being spoofed because at the time we still had our answering machine hooked up to our land line. I received several nasty messages from strangers complaining that we'd called them. I immediately disconnected the answering machine and turned the ringer off of the land line.
