House not cooling below 80 degrees

I had a new Trane (13 seer) installed in my 1985 (1300 sq ft) home last year. If it's 94 degrees outside and I have the thermostat set at 79 degrees, it will cool down to 80-81 degrees and run continually. I've had the temp at the intake checked vs the temp of the air at the register and was told the unit is operating properly. The A/C unit I bought is one step up from the size that was recommended for the size of my house. The intake for the furnace and A/C is on the lower part of a wall. Single pane windows. Small leaks in the front door. Thanks for any help.
