3 Ton Heat Pump- Check out these specs

I'm worried this system may be too big and short cycle thereby not effectively removing the humidity and not run at peek efficiency. What do experts think?

Maryland (AA County) - colonial 1700 sqft + 400 sqft. condition basement. House is 25 years old but has new windows and siding and pretty good insulation.

Rheem:

RPQL036JEZ - 3 Ton Heat Pump 15seer

RHKLHM3617JA - variable speed air handler

RXBH17A10J - Heat Strip (but said he may put in a 15KW)

HW Vision Pro 8000

New Line Set

Current system is Ducane 2 Ton HP 13 Seer (replaced 4 years ago when other unit went up, don't know the other HP size) and 25 year old Carrier Air Handler. System doesn't cool, runs 24 x 7 when temps hit 85 and freezes up, doesn't heat very well either.

I think it's undersized but maybe an extremely dirty evaporator coil in air handler could cause these issues?

Should I go with a 3 Ton or a 2.5 Ton? That's really my dilemma.

Any thoughts would be greatly appreciated. Thank You!
