Subfloor Questions...

I'm posting for a friend that wants to redo her living room floor. Right now there is 3/4" tongue and groove oak parquet 12" "tiles" over concrete I believe. The flooring guy told her she would need a plywood subfloor to lay a new wooden, wide plank floor. If she didn't want to do a subfloor she could use an engineered wood. Can't wood planks be laid over concrete just with some sort of moisture barrier? If she needs a subfloor couldn't they just lay the new plank over the parquet?

Also, if she wants to use limestone, travertine, or porcelain tile, could that be laid right over the concrete subfloor with plastic sheeting under it, without a plywood subfloor?
