Basement HVAC Suggestions

Hi, I'd like to get some input on some possible solutions for heating and cooling a finished basement in a two story house (in NJ).

Would it be best to connect it to the central HVAC system for the first floor and simply manually open/close vents as necessary?

Perhaps I should just install a radiant floor heating system and no cooling (in my current house, the basement is generally a good 10-15 degrees cooler than the first and second floor during summer)? I'm planning on using floated engineered hardwood and travertine. Would there be issues with this?

What are some other ideas and options to make this space comfortable year round? I'd like to hear some :)
