Correct Heat Pump Size?

I live in the Louisville area in a well insulated, modern triple pane window, 25 year old house. I have had several different reputable and unreputable HVAC contractors out to do HP system estimates. I have a good grasp of what I want and what it takes to achieve the efficiency required to get the government rebate. Our current plan is to only stay in the house four or five years, so I'm not really looking to go to the highest efficiency system available. My problem lies in the fact that the reputable companies are split 50/50 between using a 3 ton and 4 ton 2 stage equipment. The heat load is between 33k and 34k, and based on the typical 96 deg day. Seems like a 1 stage 3.5 ton is a better fit than a 2 stage 3t or 4t. How close to the heat load calculations should the HP output be? Seems to me ts would that first stage of the 4 ton units would be right at my maximum need. Thanks for the help.
