rug backing disintegrating/oriental area rug - what to do?

I bought 2 different 5 X 7 oriental (wool) area rugs at one of the large discount stores and in both cases, the backing on the rugs has been disintegrating into a fine white powder found under the rugs each time I lift them. Perhaps this has something to do with the quality, given where I purchased them (otherwise, appearance perfect) - I don't know - but I want to do what I can to stop it.

Does anyone know or have suggestions about what I might do to stop - fix - or address this - so it stops happening? I tried heavily spraying starch (used for ironing) on the back of one - but it did nothing. I'm thinking about spraying white latex paint on the backs (probably sounds - and is desperate - but maybe it would work..?).

Any information or leads to deal with this would be most appreciated (I hope I'm in an appropriate forum to ask this).
