Removing carpet stuck to concrete floor? And what paint to use?

This is my first post on the flooring forum -- been spending a lot of time over in the Kitchen forum.

The previous owners of our house laid carpet directly over the concrete floor in our basement -- with no separate pad underneath. The back of the carpet itself is stuck to the floor, as if they glued it directly to the floor. I'm thinking I may need to use an ice scraper to remove it by hand, with a lot of elbow grease!

My end goal is to paint the floor, so I need to remove as much of the carpet residue as possible. So my questions are 1) Are there any products I can use to aid in removing the carpet backing? and 2) How do I go about painting the floor? Does it need to be an epoxy? Ideally I would prefer to use "green" products because we have small children, but I'm willing to use whatever works best.
