Phone and Cat5 under Eng Wood Flooring

If I need to maintain the cat5 and phone lines under my engineered wood flooring, which are currently under the carpeting, can I do this by installing floating floors?

You would have to be real sure that the wiring is the same gauge or smaller than the foam thickness And, you would have to cut the foam up to the wiring and then tape over them to connect the foam edges and maintain a seal. Foam will degrade over time, so wiring slightly less in thickness than the foam would be best here.

Better to cut a small channel in the substrate, run your wiring in the channel and then tape that over or use floor filler to keep the wiring buried in place.

Better than that...run new wiring around the perimeter.

if nothing else it looks flat enough to run behind your baseboards.

I am using a combo of wireless N & some devices to use phone over the power lines in our house. Though in reallity you could use the cat5/6 wire for phones also though it would cost a bit more.

The basic concept is that you should never be running electrical wiring through environmental air ducts. Because that is not always possible, there are certain exceptions in the Code. The idea of the "plenum-rated" cable that you've seen is for running in suspended ceilings that also serve as a cold-air return. There are exceptions in the code for equipment that actually has to reside inside air ducts, such as adjustable dampers and temperature sensors. The only place wiring and air ducts should mix in a normal home is where there is a stud bay that is used as an air duct. It is permissible to run a cable straight across that stud bay. I don't know how closely the CEC follows the NEC in this area. YMMV.

I'm not sure of the regs but coax cable (the RG-6) should not be 'stapled' like conventional electrical cable because its characteristics change markedly if the cable is crushed or bent too sharply....that being said even if it wasn't stapled it's a huge risk to use good cable to try to pull new, you may end up with nothing in the wall or damaging the existing, any bending or crushing will ruin it. If running under the floor is not an option, what about through the ceiling? A few access holes may be worth the trouble of getting the place wired how you like it....and you've just made me think of another place (the tv spot of course) where I'd like to run ethernet cable to :)

We haven’t placed the order yet. We are about 3 months away from that stage in our construction project. I recently found out that Hurst Hardwoods has a similar deal only that they have a 4 mm veneer layer as opposed to 3 at Somerset. I’m waiting for their samples to arrive.
