Philips 27PS55 S321/27T800-7629 - clicking but no audio or video

Hi, Model: 27PS55 S321

Chassis: 27T800-7629

My mother's TV has no picture or sound when turned on, but you can hear repetitive clicking (like a relay) and the power light is on. This happened once during the warranty period and Philips sent someone who replaced the whole board. Now that it isn't in warranty...it has happened again.

Any ideas? I am experienced in electronics and just need some direction to look in. Any help would be appreciated since she is retired and bought this TV only 2 years ago and cannot afford a new tv or repair.
