on demand hot water - how long does it take to get hot water?

We have gutted our house and put in an tankless hot water system. Our house is nearly 4000 square feet. It takes almost 1 ½ minutes to get hot water anywhere in the house. Is this normal? Our contractor says yes, it takes time for the water to get to the various outlets. It seems to us to take forever to get hot water. We turn the showers on, leave to do something and come back. Is that everyone's experience?

Also, we now find that the filter on the system (which is tiny) gets plugged with sediment after a few months and reduces the flow. The pipes actually start making noise when the hot water is turned on. I didn't get that problem with the hot tank, which I am now starting to miss. The city came yesterday to take a sample of my water to see if there was excessive sediment in it, so we'll see.

Is this all normal?
