aluminum railing problem

Here's a strange one. I have two aluminun stair rails in my home. They're very beautiful and very contemporary. Every winter when the inside air gets colder they seem to be coated with, which I assume, is aluminum oxide. People using the railings find their hands blackened with the stuff. I've cleaned them with Noxon and a lot of the oxide is removed only to return the next day. What can I do to stop this?
