How to uninstall a damaged program?

Hi everybody, thanks for all your help when I posted previously, I got our computer working again, we can still hardly believe our luck!

There is only one problem now remaining; (it seems)

We can't get back on the internet. We have an internet guardian installed on our computer called Integard. This is provided for free by the Australian government to help families make the internet safe for kids. So far it's been great, but during the troubles with our computer the Integard program has been damaged. I can't uninstall it because it keeps giving a message that there has been tampering or file corruption. Also it shows a message that integard is damaged.

I have tried to install integard again, thinking that it might uninstall the damaged file, but i can't install it again because it needs internet access for that. And that is the problem, we think integard is blocking all sites therefore we can't use internet at all.

How can we uninstall this damaged program or is there anything else you can suggest?
