System administrator??

I right click on Control Panel & get message saying

Restrictions....This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

I'm the system administrator. So how and where do I go to to correct this??? Thanks in advance.

Did this just start to occur? How many accounts do you have set up? Make sure you are not an the wrong account? Run your anti virus software.

Same problem here. Husband came home from a trip with laptop and now I can't get into control panel - same error message as OP above. He said this started 2 days ago after he clicked YES on a warning popup that said spyware was trying to download files from his computer. It asked if he wanted to download protection. Popup makes it look like it's from MicroSoft. Husband is not computer savvy so he clicked YES. Now I have to fix it. Won't let me Add or Remove from control panel so went to Program list under Start. Found "AVS System Care" and uninstalled it from there. I'm still getting the popup. Could it be a virus?
System Restore does not work - when I select a restore point and click NEXT, it never goes to the next screen. Perhaps the OP did the same.
For log on, there has only ever been one user account with no password - we just click OK. Running XP SE Home.

We are throwing a lot of words around here that may mean different things to different people. Freelance, independent,.... It is very lucrative to be an 'independent" Landscape Architect who is a one person show provided that you can develop to the point that you are being directly contacted by higher end residential and/or commercial clients and that you will manage the project. Two years of internship is unlikely to get you all the way to that point. It will take a few more years than that to get enough experience managing projects mostly because it is unlikely that they will turn a projects over to someone to manage in such a short period of time. It is much more unlikely that you will have enough people with good projects hunting down a new landscape architect while they have the alternative of very well established LAs, landscape designers, and design/build contractors to choose from. It is sometimes not how good you are, but who else is out there. Second place = no job. It will take longer working for others to get you where you want to be faster. That sounds odd, but it is what I mean. You can go independent right away, but you will be using the stairs to climb the tower to where the work is good enough and profitable enough to sustain you well. It is much better to learn the ropes, grow your responsibilities, and become known to the architects, engineers, and developers who are working with the firm(s) that you work for. Then you simply open your employers elevator door and hop off in his market (demographically speaking, if not geographically) the day you open. That will be far ahead of where the guy on the stairs will be. ... and you get paid to go through the learning process. The skill of design is not the primary thing that will make you or break you financially. Also, the higher end work is usually more than just garden design, so it is important to have a higher level of site planning background. You will get that education and experience going the LA route. You would be much less aware of it coming into it from a garden designer background - what you are unaware of does not get addressed which leaves those looking for the whole thing looking past you no matter how well you can put plants together. I am an LA. I may be the only LA posting on this forum with any regularity. I'm not sure, but I don't know of any others.

Yes, that's what I needed. Outlook is the client or 'application'. The fix is made within the browser, I am assuming IE8 or 9. Click on Tools from the toolbar in Internet Explorer 8 (or 9) and select Internet Options . Then select the Programs tab from the top of the window to access the default browser settings. Click on the 'Make default' button, you can even choose to be alerted if Internet Explorer is not your default browser. Click OK to save your changes. Close IE and try again to access your hyperlinks. There is also a Microsoft 'Fixit' for this if the first step is unsuccessful. you really do not want to turn off that aspect of Vista it is one of the security changes that was made beginning with Vista, we often urge people to run as limited users on all their machines but it just was not happening so they set it up so you have to run that way,unless of course you change it, partly for your safety. In linux everything is done that way. Very little can get past you onto your pc if you leave UAC set as it is. There are some adjustments you can do to it if you insist but I agree why would you. Just don't disable it because that disables some other features also. "There are 9 settings within Windows Vista Local Security Policy that can be configured to modify how UAC works and in what instances the prompt for elevation consent will appear. Rather than just turning UAC off, take a look at the Vista UAC policy settings and try customizing the behavior of UAC to strike a balance between security and usability that you are comfortable with. Do I need all these programs at startup?

Thanks everyone. I did try to disable the programs Owbist recommended from the startup. It suggested I reboot - which I did, but it also said that access was denied and I might have to log in as the system administrator to make some of those changes. I have no idea how to log in as system administrator. This is my computer and I'm the only one who uses it, but a computer tech guy did set it up for me a year ago - and I don't know if he set me up as administrator or not. How can I check this out. [This is a separate question, but may be related. I think I need to log on as system administrator and secure my network - and find out my network's name and password. Again, I don't remember setting this up - but perhaps the tech guy did and asked me to pick a password and name - I think I would know which password I would have picked if he asked me. He might have had me type it in. I'm having trouble keeping my new laptop connected - and it is asking me the name of the network and other information. Sorry - I probably shouldn't ask this here, but I think it's related to logging on as system administrator]. Anyway, now when I start the computer, I have to go through a series of prompts to acknowledge that this is not the default start up. So this isn't saving time to get up and running. I'm sure there's another way to do this. I don't think I use real player - but how would I know what I use if I'm on a site like Amazon or Youtube and listen to a clip/video. If I'm not using realplayer, is there a default windows media player (I vaguely recall this) that gets used. Which is the best default music player to have? Is there any reason I would want to keep realplayer? Can I always get it later for free if I realize later I want it? Ravencajun - I do have revouninstaller and got a list of programs on the pc. But I don't know how to view what starts at boot up? When i tried to press "Hunter" mode, it just exists revo uninstaller. I was able to click on the programs and see that there are other probably useless ones - like netzero, earthlink set up files, - but when I click the link to google them, many sites state it's crapware and should be removed, but yahoo answers said best to leave it and be sure. So I don't know and haven't yet figured out how to get revo uninstaller to make suggestions. If I have revo uninstaller, would the WinPatrol still be good to run in addition? Can you tell me what you mean by disbling some of the startup programs in services rather than in msconfig? Not sure how to do that. Thanks. Lynn.

I must be missing something because I get there by single clicking the bloody control panel icon in the start menu. To each their own.

Evatx, you can log into windows, correct?
I'm assuming from your post that you can't access the control panel by actually clicking on the icon in the start menu NOR by right clicking on it, opening a menu and then clicking on explore.

Okay, we'll try it another way. Start - run - type "control" without the quotes and hit enter. The control panel should open.

You can set a mouse to single click to avoid double clicking and perhaps yours is set that way. Anyway if you are getting a "Restrictions error" you are never going to get in, this is caused by a windows registry change, these changes can only be made by you or a special program like spybot search and destroy, or a virus. You may have other restrictions that you're not aware of for instance, try to access the windows registery by: Start > run in the runbox type Regedit and hit ok, if you do get it just click the x in the upper right hand corner to exit. Let us know what error you get when trying to access these locations. Are you having any pop-ups?

In Windows XP, you have to log in as 'Administrator' to make certain vital changes even though it may be set up as a one user computer. For example, a change requiring adminstrator priviliges is deslecting applications for startup.

I found that the literature about how to log in as adminstrator lacks some detail. When it describes that you press the F8 key during boot-up (or restart), they forgot to mention this has to be done twice: The first F8 gets you to a 'selection' menu, then press F8 again to get to the real menu for logging in as adminstrator.

I truly believe these people are logging in like they always do with "Admin privileges" It was the first question I asked above, If they have more then 1 account set up that will be presented at boot up and the user has the option to select anyone account, on my computer I have 2 accounts 1 is joe and the other is guest, the joe account has "Admin privileges" meaning I can download & change any setting I want, the guest account does not have "Amin privileges" so nothing can be downloaded or settings changed. All these accounts can be set up in the control panel by selecting "User Accounts" really no need to press f8, these people have been using the computer I am sure and able to download and change settings ect in their chosen account, but now out of the blue they are presented with a restrictions error, this is a sign of a virus, probably (Vundo) The virus places restrictions on the "Control panel" and sometimes the "Registry" just to make it more difficult to get rid of it. It's been common lately, this virus also will generate pop ups telling the user they are infected click here for help and of course if you click on and you shouldn't, it will take you to a website with a product claiming to remove your virus for only $29.00 HOG WASH. Below are the 2 windows Registry keyes the are changed by this nasty devil:

I do not suggest any one going into the registry unless you know what you are doing an error will cause problems where you may have to re-install the software, and anyway the virus should be removed with special tools and the help of an expert yes Norton, Macfee, Avg, will not work, I belong to a help site that does this for free, I am currently training to do this work so I am very aware of the virus that are out there.

Well, I can access the Control Panel, but what I am trying to do is move a picture from my CD to a my "G" drive which is an SD Card. I am trying to put pictures on the SD card for a Digital Photo Frame, but I keep getting an error message that says "You do not have permission to save in this directory. See the Administrator to obtain permission. Well, I have checked and I AM the administrator. Any ideas what I should do??? This is so frustrating!!

Maybe open a Management console, expand Removable drives. Dig to and right click the drive and select Properties... look under the Security tab.

evtax, let's start a the very beginning. What exactly are you trying to do? Don't tell me right click on the control panel, I know that, WHY are you trying to right click on the control panel? I've been asking this and you haven't answered. Others have, but that is no help to me. What do you want to accomplish? I need to know because I need to see what is triggering the message.

my Active Desktop has been turned off and I can't restore it. Right clicking on the properties for it leads me to a popup:
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator"

Also, this popup occurs when I try to access Set Program Access and Defaults. Also when I click on the clock.

I lost my reformatting cd thing. So what should I do?

All of you having the pop up issues with the system administrator message, please all go to these online scans and run them on your pc to see if they find anything. It definitely sounds like you have a serious infection and I too suspect it could be Vundo which seems to be everywhere recently. If it is you will need to go to one of the pro help forums for help in cleaning it up. But first try each of these scans.
