You can maybe try to repair that defective file.
In the run line type in or copy paste this;
SFC /ScanOnce

It will tell you that the next time you startup windows it will run System File Checker.

You may need a windows sp2 CD, maybe not. Depends on if you have a sp2 i386 folder.

Since this is a new-to-user system I think we should take one quick look to see if IE is or is not on the system as icons and links corrupt. How about a START>Run>iexplore.exe

If IE is there it will come up. If it doesn't then it is corrupt or missing. Then we go play.

I did as you suggested above. When I ran iexplore.exe the page DID NOT completely load. The tool bars are there but NOT clickable and the rest of the page was empty. Got a End Program Box displayed; This program is not responding. To return to Windows and check the status of the program click cancel. If you choose to end the program immedicately you will lose any unsaved data. To end program now, click End Now. I clicked Cancel and it just stayed busy for awhile and asked if I wanted to send a report or not.
BTW IE isn't listed in the Add/Remove list either. What are your thoughts? I don't use IE for anything other than to get the updates so I would like for it to work properly.

Same problem with IE except that I am not a novice user and I have been running IE with no problems until yesterday morning. Woke up, got my coffee and tried to log in to see mail, etc. Computer must have updated something during the night because IE took at least 5 minutes to load up and nothing is clickable or closeable. Have to close with task manager. IE is not showing up in Add/Remove so I can't do a repair there. BTW, it used to be on the list. THen I figured I'd upgrade to IE 7. Still no better. Then thought I'd just switch over to Firefox since it is touted on this forum. I can't download that for some strange reason I get an error message that a file is corrupted.
I'm in the same boat as OP, any ideas before I throw this d*&%$ thru the window?

Add my name to the list of those that can't get IE to open. I use Netscape but once in a while a site doesn't like Netscape so I'll use IE.
The page won't load. I get a message that I am not authorized to view this page and at the bottom it says,
HTTP Error 403 - Forbidden Internet Explorer
Huh.....not authorized...this computer is 4 years old, I've always been authorized! LOL
I'm using XP home with IE version 6.

I'm a little late but if anyone comes back to this post they can also try this fix for IE.

Microsoft Internet Explorer 6.x Repair for Windows XP

From the Start menu, select Search, select All Files and Folders.
Select More Advanced Options and place a checkmark beside Search Hidden Files and Folders option.
Ensure that Search System Folders and Search Subfolders are also checked.
In the All or Part of the File Name box, type ie.inf
In the Look In drop-down menu, select C: or the letter of the hard drive that contains the Windows folder.
Click the Search button.
In the search results pane, find the ie.inf file located in Windows\Inf folder.
Right click the ie.inf file and click Install on the context menu.
Reboot the computer when the file copy process is complete.

In XP Pro, with Internet Explorer 6, in Add/Remove, you will find Internet Explorer if you click on Add/Remove Windows Components of the left... And, if I'm not mistaken, once you put a check mark in the Internet Explorer box and click Next another window will open asking if you want to Repair it or Install it.

I followed your search path and when I right clicked and clicked install I got this message:

Files needed
The file 'iexplore.exe' Windows XP Home Edition service pack 2 CD is needed. Type the path where the file is loacated and then click okay.

Where is this file located it refers too? Thanks.

Do you have the SP2 CD? It should be located on that it seems from the message you quoted above.

I do not have the SP2 CD. This is a USED NEW TO ME computer with XP. Someone gave this to me because I was using W98SE. I miss my 98.

You can download service pack 2 from the internet yuo should also visit the windows update page if you have not yet, and you should be running IE7, tha link was given above by iowagirl....Google service pact2..

I notice in the Add/Remove list that IE 7 is now listed I think my son downloaded it when he was here, don't know for sure as this was done without my knowledge and NO IE was in that list prior to my posting here. Also, listed is Windows XP SP2. Wouldn't that mean that I already have it?

If you see them in add/remove, you have them installed.

If not - I certainly would download xpsp2 266mb worth and -x (extract) it to a new folder then maybe burn it to a CD ot put its i386 folder on my c drive. It contains the i386 folder & contents thats needed to run SFC, and many other things now or down the road.
If I recall correctly yours wants to repopulate the dll cache so that most likely means something is needed from i386.

No IE is not working. When I click on IE the page doesn't fully load and nothing on tool bar it clickable. I tried to take a screen site but the site I use to upload at is supported by the browser Opera 9.23 I'm using. When I open IE at the very top of page in the browser window this is automaticaly typed in: http://runonce.msn.com/runonce2.aspx,under that is the tool bar, file edit etc...

That address runonce.msn..etc is the Microsoft ie7 page that walks a brand new install of ie7 through the first use settings. Leads you through default search engine, etc. etc.

Apparently when installing or updating to ie7 it had a conflict or missing/corrupt file.

IE 7 is now working. My son came over and did something. He said something about restore the default setting or something like that. It's working is all I know. I don't like the way the tool bar, browser window etc.. is but it's working. Thank you all so very much for your time and help with this issue, this is a great group of people.
