Question about Owner-Builder financing

My husband and I are planning to owner build. He is an engineer and has a good bit of experience in construction, so the actual building is not a problem. Our local bank is more than willing to finance our build, no contractor needed. Here's the problem, though: we have to qualify for the amount that the houseplan appraises for, even though we have no intention of spending near that on the build.

I understand the bank wanting us to be able to pay for the house, even if DH breaks both legs and we have to hire it out, but I'm just frustrated. We can't afford to have the house built, which is a big part of why we want to do it ourselves. We can afford to build it, just not to HAVE it built, you know?

I've searched on here and I know that there are several places that loan to owner builders, but are there places that will approve your loan based on a good estimate of what you'll need, or do they all require that you qualify for the appraised value? Thanks in advance!
