Printing on the network

We've got a printer connected to a desktop and it is set to allow sharing. But lately, it isn't accepting any print jobs.

I recently switched that network from DSL to cable and also switched from WEP to WPA (finally). But the problem predates those and I thought using the new equipment might help alleviate the situation.

I suspect the problem is with Norton 360, but I set it to give full access to one computer and it still won't print.

The desktop with the printer can ping the laptop upstairs, but not vice versa. The laptop upstairs can find the desktop in network places and I deleted all printers, then added the desktop printer and it finds it. But printing (even test page) errors out.

Does anybody have any ideas?
