Thrift store find: Dutch oven, needs TLC...

I have wanted a Dutch oven for a while but knowing I wouldn't use it all that often, I didn't feel like paying retail. I had it in my mind that if I checked the thrift stores from time to time, one would surely show up. Today one did for 6.99. It's a Wagner, I'm guessing 5 qt. It reads "Wagner Ware Sidney -0- 1268B" on the bottom.

I'm wondering how best to clean it up and re-season it. The lid has rust. The bottom has some black crusties and a tiny bit of rust. Right now I don't have easy access to a working oven, though I can borrow one when I want to bake. Should I use food grade mineral oil or some kind of vegetable oil? I have walnut, olive, rice bran, and canola oils.

I have oven cleaner and naval jelly. But not sure if I should use either.

Advice?
