192.168.1.1 would most likely be your modem/router ip if ifs not 192.168.0.1 . Those are reserved private address;s not routable on the internet. Local LAN only. Usually to your in home router.

is he able to access other sites ok? He may want to add that site to his safe sites list in his browsers. what browser is he using and has he tried using a different browser to see if he can access with that browser? Those are the first steps. Also clear the cache/ temp files in his browsers, accept cookies from that site. you can google any of those topics and find how to do them quite easily, but include the browser name and number in your search.
