If the window rattles when you walk across the room, the problem would likely be the responsibility of the structural engineer, the architect and lastly, your builder, as it may be a structural issue. Walls systems should not vibrate from floor joist movement when moderate weight is applied. The leak should not be related to the rattling glass muntins. If you are able, place a ladder on the exterior wall and check the seal around the window frame at the top. Also, check the seal between the window frame or sash and the glass to ensure the water has not penetrated where the glass meets the window frame/sash. The top of the window should have flashing and caulk or silicone. The area where the glass meets the window frame/sash should have solid contact with some type of waterproof membrane (i.e. butyl, caulk, silicone). Lastly, if it is a window fault, the problem is the responsibility of your builder if they selected the window manufacturer, or if they were the party that provided payments to the window supplier. The contractor would be the party to contact the window supplier and would likely receive a quicker response, as the supplier would want to ensure a continued relationship with their client, the builder. Be sure you do not delay in resolving this issue, as most builders do not warranty their products beyond one year.

We had window film installed in the bathroom in our home that is visible from a neighbor. We are lucky to only have three windows that have a direct shot from our private shared road. Thy did a darker tint on the lower half and a lighter above. Mostly you can’t see anything unless we are standing at the vanity. And that is blurred neck up. It is a 3/4 bath and is primarily used by visitors. It has helped with intense afternoon sun. Our house was “placed” over 100 years agi and they didn’t take sun into account. I would put a simple window film on the arched window. It will give you enough privacy, light coming through, and cover the bad view. You can use a slightly frosted one, or maybe one that looks like seeded glass to match the style of your home. There are los of options. For the square window, you can use a woven wood shade or other blind. For interior mount, you need to measure using the larger outside frame and look for one that will work with the narrow dimension for installation. I think it would be best to mount a roman shade over the window at the ceiling. Then you get the most light while the shade is up and don't have to drill into the beautiful wood frame. You could also mount a rod above the window and use a simple linen drape on each side to pull closed when you want privacy.
