Scrolling and window dragging very slow on my new PC

I just got a new computer. It has an AMD64 4000+ processor, plenty of hdd space & memory, and has Windows XP Pro 64 installed.

My only problem with it (so far) is that when I drag a window or scroll within a window or on a webpage, it moves very, very slowly. I don't know exactly how to describe it... It's like it's moving in waves, or "peeling" up the screen, or moving in chunks or sections, rather than sliding all at once. Basically, when you drag a window around, it should move just as fast as your mouse pointer moves when it's not dragging anything, but mine is moving really slowly. The only time I've seen something like this before is on an old computer that doesn't have enough memory, or the hdd is full, or the system resources are being strethced to the limits. But in that case, everything is slow. With my computer, it's just the dragging and scrolling. Everything else is regular speed. Hopefully, somebody knows what I'm talking about. If you do, please clarify this for me. If anyone knows how to fix this, please let me know. Thanks for your time!--------------------------------------------------------------------------------
