Double Click Wheel in W7

I have a Microsoft Wireless Optical (wheel) mouse 3000 that I have used for a long time on an XP machine. On that use I have the wheel set up to act as a third button and do a "double click".

When I connected the mouse to my new W7 machine the mouse was recognized and the driver was loaded... and required a retoot (I was surprised to see). When I tried the Wheel click nothing happened. I then when to the Control Panel then Mouse and found that only two buttons were recognized. I then did a "Update Drive" for the mouse and got a confirmation that I have the latest driver. Still no third button.

How do I gain access to the third button function?
