Socket error blocking Outlook

Can't receive email through Outlook. Contacted ISP (Optium-on-line) who verified that everything (modem, router) is connected properly. Said the error message 'unable to connect to incoming POP3 email server' is due to socket 10061 not working. He suggested I reinstall Windows or go on-line to find a fix.

I found something called Winsock Fix.zip at a site www.snapfiles.com.

I have no idea what is going on, but I don't want to reinstall Windows and would appreciate any advice. This only seems to affect Outlook (which I use for work.)

    Jane have a look at the link I provided. Are you using Zonealarm? You might check your permissions which ever firewall you are using.

    Temporarily turn off the firewall and try retrieving your email. Be sure to restart the firewall. If the mail arrives it might be worth switching to a different firewall. I have had success with the free Comodo firewall, there are others of course.

    Thank you owbist. I did try that, as it was my first thought. I use Norton Internet Security which has a firewall. The tech turned it off and the mail wouldn't come through. Tried Outlook Express (which I don't use) and didn't work either.He feels its somehow corrupted. Do you know anything about that Winsock Fix? I need to try something.

    10061 ECONNREFUSED Connection refused

    The email server is refusing your connection. I would think its a simple error in configuring that email account. My guess would be the checkbox for 'My email server requires authorization' needs checked or unchecked, or the pop3 or smtp port numbers are set wrong.

    When I was having so much trouble getting online I used Winsock Fix. It is a small program that does it's thing without needing you once you have doubled clicked on it. My woes were cured for a time but then I had the same effect when using ipconfig /release then ipconfig /renew. The gain was always short lived.

    Thanks, I looked at the link, but this is beyond what I can deal with. Have no trouble with anything but Outlook. I think it's Norton Firewall and will uninstall it. Maybe I'll try Zone Alarm and Avast for virus. Either that or call a tech in. I can't believe this is happening. I am so sick of computers!

    Jane read the thread at the forum linked below. This has only appeared today. I have installed BOClean on my main computer but cannot comment as it is too soon. In particular scroll down to the post by Jane, it may prove interesting to you.

    The program has been around a while but has now become a freebie. I use the Comodo firewall on my main computer and the anti virus on 2 machines and all seem to work flawlessly.

    Very interesting. This all started when I switched ISP's. Had Verizon DSL and switched to Cablevision. No one wants to work with the issues except to tell me to reinstall Windows. All my other Internet connections work fine except Outlook receiving mail. Outgoing mail goes, receiving gets the error.

    Owbist, where do I look to see those setting mentioned in the article? I don't know what's checked or not. Where do I look?

    Jane, I really think that anyone who tells you to re-install windows when you're only having problems with one part of one program hasn't the faintest idea what he's doing.

    I'd call the provider back and tell them everything you've told us and if the first one tells you to re-install windows ask for his supervisor and explain the problem to him or her... If that fails keep calling back until you get someone who knows what they're talking about... You are paying them for SERVICE, keep trying until you get it.

    Actually Jane they mention the 6th setting but it is in fact near the end on the right side. Also it is ticked by default so it should cause you no harm.

    Mine has run for about 12 hours wiith no ill effects that I have noticed so far.

    Verizon email server 'requires authorization'
    OOL's doesnt.

    Its a setting in your email account/ that you might want to look at.

    I am so upset over all this. I can't get it to work! I tried changing setting and I keep getting the error message. I can send mail, but can't receive. Mikie, I switched to Optimum-On-Line which is Cablevision. I switched because I was having trouble with Verizon (not this problem). I tried checking and unchecking 'requires authorization' - no luck. I think I will try Rita's suggestion and get really mad. If that doesn't work, I'll download the program Owbist mentions. I refuse to reinstall. But somehow, I have to get this working.

    Have you tried popping (as I call it) to your new IP address which would be different from your Verizon IP address, now that you are using Cablevision? Now, I haven't done this in years, as I don't POP email anymore, but Outlook and your ISP should have very specific instructions on how to do this. If you are receiving your e-mail via an e-mail account with Cablevision, their FAQs should have the answer or just do a search for POP3 e-mail on their homepage.

    If you use IE, you should be able to go under tools and open port 10061 if your security software or modem have disabled it. If you are using a router, you can turn off Windows firewall, which will solve a ton of problems. Check your IE settings. IE thinks most people are too stupid to use the internet and has ludicrous default settings that stop everything from getting in but viruses.

    Also, it is imperative your modem and router are speaking the same language. On the surface, it would seem so as you can get online. However, you may have to let your router "phone home" and tell it to receive POP3 from the manufacturers diagnostic page. Your modem should be fairly open to the internet, it's the router that acts as a gatekeeper.

    A few more of the myriad of reasons I use gmail and Firefox.

    Trade you a couple orchids for a phone call to help you out.

    Thanks, I do use Firefox as my primary. But Outlook is IE because of work. The insurance work requires IE. I can receive web email (Yahoo, AOL,Hotmail) on-line. Nothing comes in through Outlook. I don't use Windows Firewall. I suspected Norton and made sure port 110, 143 and 25 were not blocked. I'll try your suggestion and check IE settings.

    Jane it would appear you have found no other cure for your dilemma to date so why not try it? I have ran it for 3 days now and see no difference in the performance of my computer, good or bad. The thing is you can alway remove the program if it fails to do what you would like so there is little downside. Comodo is a reputable company and this was not a free program until very recent times.

    Set a Restore point before proceeding, then if using Add/Remove fails to remove all of the program you can restore to that latest Restore point and be exactly as you are right now.

    Jane, I wonder if we work for the same company. What I did, when they insisted on using IE and some type of MSN mailbox, I played dumb and said I couldn't get it to work. I know what the problem is, I refuse to upgrade IE6 at all and flat out refuse to upgrade to IE7. The tech people we work with aren't all that bright. I can't tell you how many times I've had questions, simple questions, and they were clueless. A google search eventually solved my problems. They have tech people (MS robots), we don't get paid to solve tech issues. Make them work with you and do it your way. Especially, if it's your own computer and they didn't supply it. I have no qualms about playing dumb. I still use Firefox and they still use my gmail address. Laura

    Just wanted to update the post regarding not being able to receive mail through Outlook. After weeks of trying everything, including paying $300.00 for a computer tech, who tried various things, I got it to work tonight. I uninstalled Norton Security Suite and installed AVG and Zone Alarm. Everything started working again. My internet connection was also messed up and I scheduled Cable for Mon. morning. The computers connected and are working. I am still in shock.

    So far (it's only 10 mins.) everything is running like a 'charm' and the computer is zipping along, faster than it ever ran.

    I'm probably jinxing myself, but I can't believe my eyes.

    This has to be proof that Norton Internet Security, really caused my problems.
