Warped Wall Studs ?

Building a house in NC but live in MD. Just visited new house and noted that the framers have put up a number of interior wall studs that are "half cut" through at about the half way (on a 45 degree angle) length (9 ft) and then another 2x4 about 5 ft long is "sistered" onto the stud. GC had not noted this before and is checking into it. Is this an attempt to save money by using warped studs.

Not a rant but the framming crew is hispanic and I have never seen this process before. I have been involved with a number of homes as an owner or friend of new oweners?

Does not appear to necessarily bad but what about future impacts?

Has anyone else even seen this?
