Anyone else get a Wage Survey after building their home?

About 3 weeks ago, we received a "David-Bacon Wage Survey" from the US Dept of Labor. I threw it away.

Yesterday, we got it again. So I looked a little closer. They are asking for a list of all the subcontractors, or for people paid directly, they want the hourly rate and bunch of other stuff like vacation and holiday and fringe benefits.

I can't figure out if I have to fill this out or not. It would be a huge pain to fill out all the names and amounts. One place on the paperwork says "Persons are not required to respond to this collection of information unless it displays a currently valid OMB control number". There is one, but I still don't know why we are required to fill this out.

The purpose, it says, is "to establish prevailing wage rates as required under the Davis-Bacon and related Acts".

We were the GC, but we're not in the business of building homes. We built OUR home. The last home we built was over 15 years ago.
