OS & CPU for new computer?

We finally decided to buy a new computer and are bewildered by the different OS choices, and wonder whether there's any point owning more than Celeron type CPU's for us.

Our uses are primarily internet related- no gaming or heavy duty graphics applications are anticipated, although I would like to be able to do basic photo editing. I do a very small amount of online investing, so security does matter. I would like for both of us to be able to use the machine simultaneously.

It appears that there are at least two versions of Vista, and a "downgrade" to XP is available, along with Ubuntu.

Cost and privacy are relevant.

I doubt my wife would be happy with Ubuntu, 'cause it's not what she's used to, but I am intrigued by it. So far we've only used Windows 98. Is a dual boot system realistic?
