phishing filter

What kind of a setting is reasonable for the phishing filter?

I have an HP with Vista (purchased with Vista not upgraded). It used to have Nortons and Webroot, but I changed to the security of our internet provider - Cox Cable (Authentium is their securitiy), and I turned on Window Defender.

Yesterday I called because the computer was really slow. They showed me how to repair it throught the Control Panel, and now it is ok, but not as fast as it was.

At the bottom of the screen , it is the phishing filter that keeps going on and on. I have clicked "turn on automatic website checking. I also have my security at medium high. Do you think that I have the phishing or security settings on to high, and that is why my computer is slow?
