Best way to protect ourselves from paying too much labor fee?

While drafting a cost plus fixed fee contract with different builders, I notice the sum of labor fees in all categories sum up to about 15-25% of the total "cost plus fixed fee" contract amount including builder's fixed fee as profit. Are labor fees negotiable in general? I was told that if a builder is happy to negotiate their fixed fee down, they will most likely make their profits back in labor fees in other categories under a cost plus fixed fee contract. I don't expect them to be able to make much more profits on material costs since we will be able to see invoices.

Has anyone been able to negotiate labor fees under this kind of contract in the past? If not, what are something that we can/should watch for when drafting such a contract to protect ourselves as a buyer? Thx!
