Should light fixtures go in before or after floors are finished?

The lady at the lighting store told us to make sure our light fixtures went in AFTER our wood floors are sanded and finished, or otherwise they'd be covered in dust and hard to clean, thinking especially of chandeliers with crystals/fabric shades/chains etc. But, our builder thinks it would be better to put the light fixtures in first so that the electrician is not dragging his ladder around on brand new finished wood floors. I can see both sides, but wondered what is the more typical order of doing things.

The only happy medium I can think of is to cover the fancy fixtures in plastic to keep off the dust or have cardboard to put under the ladders for the electrician.
