Would you buy land with a 'proposed right of way' going through?

In the process of making an offer on 5 acres outside of my town, I called someone who lives near the land. He said I might want to check out some plans to put all kinds of new roads in the area. I looked into it and it's a very preliminary plan to control future development in the area. On one of the proposed maps there is a dotted line going through where my land would be, indicating "collector in a proposed right of way".

A government person I spoke with said this is only a potential plan, nothing is decided, and this is way off in the future and could be changed. I have a call out to someone else in the county planning office.

I'm looking to build our "forever" home. Everything else about the land is very good. Any thoughts?
