Walk In Shower Tile Work -- Need Expert Advice -- XPost To Build

Our brand new house has a multi spray head walk-in shower, which we have not used yet. I was about to seal the grount when I noticed what looked like a void behind the escutcheon plate of one of the spray heads. I removed the head and the plate (the stub pipe came with them) and found what is pictured below.

I am assuming that the rest of the shower was done in the same manner. Obviously, water can run behind the plate(s) and get into the wall. The question is, what is the best way to rectiify the situation? I haven't talked to the builder yet. I am looking for expert advice first.

Do I need to get a plumber involved, or just a different tile person? Any and all opinions greatly appreciated.
