Just had service call for GE cafe range

I called for service because the right front power burner isn't working properly (this is the second range delivered from Sears). It appears to work on the high power-boil setting, but when you turn it down to "high" the flame goes very low and hardly gives off any heat at all. The service guy said nothing was wrong and that this is how it is probably supposed to be. He did order a replacement burner, but since this is the second range with the same problem he really doesn't think this will solve anything.

Does anyone else with this range have this problem? I seem to recall a thread on this forum where someone described the same thing happening. Also, do I have any other recourse other than returning the stove like an upgraded service call? Thanks.
