A few years ago the neighbor behind me decided to put in a garden so he trimmed my trees to give it more sun. I let that pass and even picked up the limbs and burned them. I have two storage sheds and they are several feet from my property line so I need to get behind them and weed-eat, etc. He had moved broken concrete pieces from his new garden spot and stacked it on my property along with a landscape timber, a utility pole, and about a dozen metal fence posts. I had a broken foot that summer and couldn't do much. The next spring, I moved all of the post back to his yard, and used the landscape timber and the pole to mark off the property line. The timber kind of sticks up since it was on top of the concrete he moved, but at least he got the idea. Only my veggie garden is fenced, but since you can clearly see the back of that fence from his property, I would have thought he would have realized that if the fence extended further over, it would include his "trash dump area". I will probably put up a fence in that area, just to mark the property line....and maybe I should grow a heavy vine on it just for kicks. LOL

Thank you for your responses. You are right, and that is why it has continued for too long, the manager not approaching this properly. And the supervisor is condescending and demeaning, so you can imagine). In the past, I missed opportunities to have it witnessed when it seems she did not want to enter units during Covid. She would stand outside his door to listen, then not knock since she hadn’t heard loud audio. 😏 She also believes that if not hearing volume from a distance outside, then it must not be loud, and does not comprehend about Bass transference thru floors, walls, or amplifiers. 🤔 (Apparently that is suggested to do, but being in the instance of partying, fighting, yelling, as “nuisance noise” is considered being). Many times she would try to call him, but he would not answer or call her back and could not leave voicemail. (Then, it is forgotten about). If she ever did talk to him, it didn‘t matter. As mentioned, this type just continues on. I think I have mentioned his “talking back to her” when she spoke to him outdoors. She hasn’t understood how to handle this, when another might. It could have been resolve long ago. It’s funny, you would think she would after many complaints, do something. She’s nice, but seems passive. (It’s so frustrating and I would left in a flash if possible. I have felt stuck, the housing situation in So. CA being difficult for many). I have wanted to have her visit at the right moment, hoping it would not cease before she visited, but as said, is usually very late. (When the police visited, it was raining, and she doesn’t want to go outdoors then). Unfortunately, in the unit next to his “entertainment wall“ is a kitchen, and though the tenants were especially aware during his police visit aftermath when sleeping, they had not wanted to bother “writing the supervisor”. It has been futile. (I have asked anyone having lived next to me over time if they hear my TV or stereo, never having been an issue, but I am conscious of things, which is the difference). I believe that this would be handled differently elsewhere and if another tenant besides me would have resided here, the neighbor above would have been gone long ago. Part of the resistance to complaints stems from having had a couple of others prior be disruptive up there also, so I am seen as “being oversensitive”, when it is not the case and not being witnessed. ((sigh)) I did not experience this from most tenants here or in other buildings, so it has been very difficult, having had it doubted, assumptions made, on top of. Thanks for listening. I’m always glad to hear if others can get some resolve. This should be taken seriously.

**Follow up - Okay, it's been one day since I posted. (Practically) and the neighbors started up again with their music. This time, rap, with their bass so high it was shaking my son's bedroom door. So, I opened my door, and knocked to tell them to just please turn it down. Of course, no answer. Called my hubby, he told me to scream out in the hallway to tell them to turn it down or I'd call police and they would make them turn it down. So, I followed his advice. And before I could even shut my door, Mr #4 screamed at me, (with beer in hand) And said he could do whatever the *^ he wants, and if I give him any more problems he will see me in jail and hurt my son. So, I said bring it &!!hole and locked my door. (Hubby, heard the whole thing, over the telephone) So, with that said, I called the police. Of course, as I dialed, I had a panic attack - and fianlly the police showed up. I had them come to my door FIRST (or at least one officer) Because for some reason I just did not feel safe anymore. Told the police what had happened, they actually called me down - So, I made an incident report. I asked for an order of protection or something, they told me no - I guess it's only used for couples, boyfriend girlfriend type things ect. BUT - I made an incident report. Then they asked me about my landlord. I told them about the Landlord, and they said to tell him one more time, and if he doesn't listen to call them back and THEY will talk to him. So, they knocked on their door and of course no answer. So, like usual. The cops left. Twenty minutes later someone pounded on my door. I figured it was Mr #4 so I ignored it. My brother was over, and he took a peek out of my kitchen window (It faces out to the front where their bicycles are 'parked') and seen them scurry off down the street. I figured good. Now I can take me and my son out of here. I got him dressed, and as I eft, the stupid idiots put a note on my door. This is EXACTLY what they put. I have the letter right here. "Well, since you have become a problem, Harrassing me, I am telling "Landlord" & DCFS that you and "Hubby" have other people living with you and also MARIJUANA smoking in the house with a child present and all the traffic coming and going! Drug dealing - and aslo have DCFS give "Hubby" a Drug test screening. Also - it is a FELONY for filing a FALSE POLICE REPORT - I will file ANOTHER complaint with DCFS since you have a case already. =] It's not 10:30PM. I can play music ^$@^$!!!!" I have never touched a drug in my life. Ever. My hubby was a dumb teenager back in the day, but ever since he graduated hiughschool he left it in the past. As for 'traffic' coming and going, sure. I have company. But never really on a regualr basis. SOmetimes a babysitter here, a friend there. My mother-in-law shows up..That's it... As for "Other people living with me" There is none. Just me, hubby a toddler. Sometimes my brother comes to spend the night (He lives in wisconsin, comes down for visits for a week, and leaves). Filing a "False" police report is a felony. But it wasn't false. I just don't understand these people. I took the letter to the police station, and they said it's enough evidence to book him in jail. But, the cop told me (It was the same guy that was over earlier) "Fine. We can put him in jail. But his bond is $100, He'll be there overnight, get out on bond...and slash your tires, or burn the place down or worse..." So, he basically gave me a choice. I didn't know what to do. So I chose not to. I want to move so bad... I guess for the meantime my landlord can eat crap - My life is in danger, as well as my son. I already paid November month's rent, I'm leaving tonight. I'm putting everything in storage, and staying with a friend a few blocks down until I can save up and move out. As for my neighbors, I hope they rot in hell. I live in Kankakee County, Illinois. This thread has been very, very interesting to read and although I like to think of myself as a pretty understanding person, hopefully it will remind me that often, circumstances impact how other people behave in ways that won't necessarily be obvious to us. We moved to a new home about a month ago, and noticed that our across-the-road neighbors had quite a bit of random yard furniture and building supplies stuffed into their front porch. It does look rather messy, although it doesn't bother me much (our neighborhood tends to be pretty casual). It was only about a week later that I realized these neighbors were having a new garage built, and had torn down their old garage. Now, I'm sure that's where the front porch items came from and I bet they'll make their way back to the new garage once it is complete. Had I judged my neighbors harshly based on first impressions, I would have not only been unfair to those neighbors but also would have denied myself a potentially good neighborhood relationship. One thing that I do think is interesting is that some people in this thread have mentioned not wanting to form closer relationships with neighbors specifically because they don't want to be held to higher standards of behavior or maintenance (as opposed to simply wanting more privacy, etc.). I'm sure that there are plenty of examples where this is the case, and neighbors will bully their "friends" into conforming with how THEY believe the neighborhood should look and behave. But, I think that more often than not, it's the other way around, and people will be more understanding of individual circumstances when they better know the people involved. My office actually had a workshop-type meeting at work this week led by a professional workplace consultant (not sure of her official title), with the intent to "improve office civility" that touched on this very point. The consultant brought up the example of what happens when someone cuts us off in traffic. Our first reaction, usually, is "What a jerk! That moron doesn't know how to drive." But if we then notice that it's actually a friend of ours, or something that we know and think well of, then we might decide that "There must be something wrong; perhaps he or she is late to something really important, or there's some emergency, or he or she simply made a mistake" or something along those lines. In other words, if we don't know a person, we are more likely to attribute poor behavior to the person him or herself. But if we do know a person, we're more likely to attribute poor behavior to an accident, emergency, or mistake. Of course, that's not the case in many situations, but perhaps it's worth thinking about. If I were in OP's position, I probably would put some effort into rebuilding relationships with my neighbors on a one house at a time basis (although I certainly wouldn't kill myself trying to make nice). But that's just because I enjoy my home more, and feel more comfortable in it (and especially spending time in the yard and garden), when I feel like I have a good relationship with the surrounding families. OP is certainly under no obligation to do so, however--this type of thing is so individual.
