How Can I Keep Copperheads From Hiding Under My Landscape Rocks?

I want to make a rock garden using a pile of medium and large natural rocks that were collected on my property during the construction of my house. I'd like to arrange them around a bird bath with plants, etc.

There are woods all around me and many copperheads have been killed by neighbors in my area. We have also been experiencing drought conditions and I've heard snakes are drawn to water, especially during times of drought.

Is there a way to keep copperheads from hiding under and around my rocks? Maybe some kind of wire mesh or barbed wire on the ground before I set the rocks in place? Should I nix the idea of rocks near a bird bath since snakes seem to like rocks AND water? Is that just asking for trouble?
