Oh yes. It is a Spiny Lizard of the genus Sceloporus. From Eastern NC, that would be an Eastern Fence Lizard, Sceloporus undulatus. People think that they are venomous due to the bright colors on their bellies (blue to teal, true Carolinians), but there are only two venomous lizards in the world, those being the Mexican Beaded Lizard of Mexico, and the Gila Monster, of the SE United States and Northern Mexico. That's an Eastern Newt (Notophthalmus viridescens viridescens). They are very common through much of their range, so long as there are large tracts of forested habitat surrounding the ponds/lakes they live in. I believe the others have echoed my sentiment about collecting, but since it has already been collected and if you cannot release it, you should know how to care for it properly. Here is a link that will tell you how to care for them properly - this is by far the most accurate caresheet available for this species Here is a link that might be useful: Eastern Newt caresheet

I think it is a Amevia...it says they get up to 18 inches. Here is a link http://www.wildflorida.com/wildlife/lizards/Giant_Amevia.php
